एसटीपीआई के महानिदेशक के रूप में आपकी वर्तमान भूमिका हाल तक भारतीय दूरसंचार नियामक प्राधिकरण में आपके द्वारा निभाई गई भूमिका से काफी बड़ा बदलाव है, है ना?
ट्राई में एक सलाहकार की भूमिका से एक राष्ट्रीय स्तर के संगठन की शीर्ष स्थिति में संक्रमण एक महान अनुभव रहा है। अपने आधे पेशेवर जीवन के लिए, मैं एक नियामक भूमिका में रहा हूं और दूरसंचार क्षेत्र से जुड़ा था। इसलिए, एसटीपीआई में मेरी नई भूमिका के साथ, दूरसंचार से आईटी क्षेत्र में बदलाव एक बड़ा बदलाव है। मैं इस संगठन को हमारे मंत्रालय (एमईआईटीवाई) के अधिदेश के अनुरूप अगले कक्षीय विकास में डालने के लिए एक व्यापक रणनीति तैयार करूंगा।
2020-21 में सॉफ्टवेयर सेवाओं के निर्यात में वृद्धि हुई थी और इन निर्यातों में ITES का 34.7 प्रतिशत हिस्सा था, जो आपकी मुख्य दक्षताओं में से एक है। यह ऐसे समय में आया है जब अन्य सेवाओं के निर्यात में गिरावट आई है। एसटीपीआई क्या रहा है, इस प्रवृत्ति में योगदान?
एसटीपीआई उद्योग को विकास स्तर हासिल करने में सक्षम बनाता है। ऐतिहासिक रूप से, 1991-92 के दौरान एसटीपीआई-पंजीकृत इकाइयों से निर्यात केवल 17 करोड़ था और अब 30 वर्षों के बाद, यह 2020-21 के दौरान लगभग 29,195 गुना बढ़कर 4,96,313 करोड़ हो गया है। हमने हमेशा उद्योग जगत के नेताओं और कंपनियों को अपने व्यवसायों को बढ़ाने और नवीन समाधानों के साथ आने में सक्षम बनाने का प्रयास किया है। महामारी के दौरान हमने किसी भी आधिकारिक अनुमोदन या लाइसेंस को भौतिक रूप से प्राप्त करने से संबंधित मानदंडों में फिर से ढील दी।
महामारी ने सभी कार्यक्षेत्रों में उद्योगों को बाधित कर दिया, लेकिन भारतीय आईटी उद्योग ने बड़ी चुनौतियों के बावजूद इसे सफलतापूर्वक झेला है। इसे संभव बनाने के लिए, एसटीपीआई ने भारतीय आईटी उद्योग के लिए अपनी परियोजनाओं को वैश्विक ग्राहकों तक निर्बाध रूप से पहुंचाने के लिए एक दूरस्थ कार्य संस्कृति की शुरुआत की।
क्या आप इस महामारी के बाद के चरण में स्टार्टअप पारिस्थितिकी तंत्र के लिए कोई विशिष्ट चुनौती देखते हैं?
मुझे नहीं लगता कि स्टार्टअप्स के समृद्ध होने के लिए ऐसी कोई चुनौती होगी। भारत ने 2021 में हर महीने लगभग तीन यूनिकॉर्न बनाए। हमने केंद्र/राज्य सरकार, उद्योग, शिक्षा, उद्योग के सहयोग से उद्यमिता केंद्रों (सीओई) और अगली पीढ़ी की ऊष्मायन योजना (एनजीआईएस) के माध्यम से देश में पहले से ही एक मजबूत तकनीकी स्टार्टअप पारिस्थितिकी तंत्र का निर्माण किया है। एसोसिएशन, और फंडिंग पार्टनर्स। हमारा सहयोगी मंच अपनी तरह का पहला प्रतिमान है जो स्टार्टअप को विश्व स्तरीय ऊष्मायन, अत्याधुनिक लैब, सलाह, फंडिंग, मार्केट कनेक्ट और आई पीआर सुविधा प्रदान करता है। हम 2025 तक 1900 से अधिक स्टार्टअप को पोषित करने और विभिन्न उभरते प्रौद्योगिकी डोमेन में 100 से अधिक पेटेंट बनाने की योजना बना रहे हैं।
एसटीपीआई, 62वें केंद्र का हाल ही में मेरठ में उद्घाटन किया गया। युवाओं के लिए किस तरह के रोजगार के अवसर पैदा हो रहे हैं और उद्यमिता के प्रति उनके उत्साह का आपका क्या आकलन है?
मैं आपको बता सकता हूं कि बहुत उत्साह है। मेरठ, विशेष रूप से, एक अनूठा लाभ है। एक्सप्रेसवे और आने वाले रैपिड रेल ट्रांजिट के कारण यह अब राजधानी से अच्छी तरह से जुड़ा हुआ है। दूसरे, इसमें बुनियादी ढांचा है जो दिल्ली की तुलना में अधिक लागत प्रभावी है और आसपास के इंजीनियरिंग कॉलेजों की अच्छी संख्या है, जिसके कारण आईटी उद्योग के लिए बहुत अधिक समानता है। इसलिए एसटीपीआई की दृष्टि से मेरठ एक महत्वपूर्ण केंद्र हो सकता है। मुझे विश्वास है कि हमने वहां जो भी इन्क्यूबेशन स्पेस बनाया है, वह एक साल के भीतर पूरी तरह से भर जाएगा। जब ऐसा होता है, तो मैं आपको आश्वस्त कर सकता हूं कि एसटीपीआई मेरठ और यू.पी. के अन्य केंद्रों के माध्यम से। उत्तर प्रदेश राज्य में एक आईटी क्रांति लाने में सक्षम होगा।
रोजगार के अवसरों की बात करें तो एसटीपीआई ने भारत बीपीओ प्रमोशन स्कीम (आईबीपीएस) और एनईबीपीएस योजनाओं को बड़ी सफलता के साथ लागू किया है। भारत के टियर-2 और टियर-3 शहरों में 47,000 से अधिक युवाओं को रोजगार दिया गया है, जो दर्शाता है कि सही नीति और केंद्रित प्रयासों से वांछित उद्देश्यों को प्राप्त किया जा सकता है। हमारी अखिल भारतीय उपस्थिति और विशेष रूप से टियर -2 और टियर -3 शहरों में 54 केंद्रों ने युवा इंजीनियरों, उद्यमियों, नवप्रवर्तकों, एसएमई और स्टार्टअप के लिए उनके उद्यमशीलता के सपने को साकार करने के लिए विश्व स्तरीय ऊष्मायन सुविधाओं को सुविधाजनक बनाने में महत्वपूर्ण भूमिका निभाई है।
एसटीपीआई की एक अन्य प्रमुख योग्यता उभरती प्रौद्योगिकियों को बढ़ावा देना है। स्टार्टअप और एमएसएमई इन तकनीकों का लाभ कैसे उठा सकते हैं?
इसमें कोई शक नहीं कि भविष्य तकनीक से संचालित होगा। भारतीय आईटी उद्योग समसामयिक चुनौतियों से निपटने के लिए समाधान और उत्पाद प्रदान करने में अपने वैश्विक समकक्षों के साथ प्रतिस्पर्धा करने के लिए एक गर्म पैर पर है। हम लगभग एक चरम प्रौद्योगिकी क्रांति के कगार पर हैं, जिसमें स्मार्ट खिलाड़ी अपने पिछड़े साथियों पर प्रतिस्पर्धा में बढ़त हासिल कर सकते हैं।
इन उभरती प्रौद्योगिकियों को अपनाने से सेवाओं और उत्पाद निर्माण के स्वचालन में एक विवर्तनिक बदलाव आएगा। हम एमएसएमई को वित्तीय सुरक्षा प्रदान करने के लिए सीड फंडिंग प्रदान करते हैं और विफलता के डर से निपटने और नवाचार करने के लिए विश्वास हासिल करने में मदद करने के लिए सलाह भी देते हैं। स्टार्टअप और छोटी कंपनियों के लिए बड़ी दुनिया के लिए अपने पथ-प्रदर्शक उत्पादों का लाभ उठाने और प्रदर्शन करने और बड़े पैमाने पर अपने संगठन और राष्ट्र के लिए भारी मूल्य बनाने और आत्मानिर्भर भारत के दृष्टिकोण को साकार करने का समय उपयुक्त है।
उत्तर पूर्वी राज्यों की वर्षों से उपेक्षा की गई। हमें क्षेत्र के लिए कुछ एसटीपीआई योजनाओं के बारे में बताएं जो युवाओं के लिए रोजगार सृजन में मदद करेंगी।
पूर्वोत्तर में तकनीकी-उद्यमी आंदोलन को चलाने के लिए हमने आठ राज्यों के राजधानी शहरों में आठ सीओई और स्टार्टअप इनोवेशन जोन (एसआईजेड) लॉन्च किए हैं। इन केंद्रों के बारे में अद्वितीय बात यह है कि प्रत्येक केंद्र एक अलग उभरती हुई तकनीक को पूरा करता है। इन केंद्रों में गुवाहाटी में कृषि सीओई/एसआईजेड, इम्फाल में इमर्जिंग टेक (एआर/वीआर) सीओई/एसआईजेड, अगरतला में डेटा एनालिटिक्स और अल सीओई/एसआईजेड, कोहिमा में ग्राफिक्स डिजाइन सीओई/एसआईजेड में आईटी एप्लीकेशन, हेल्थकेयर में आईटी एप्लीकेशन शामिल हैं। और गंगटोक में एग्रीटेक सीओई/एसआईजेड, ईटानगर में जीआईएस एप्लीकेशन (ड्रोन टेक्नोलॉजी सहित) सीओई/एसआईजेड। आदि। OctaNE अगले पांच वर्षों में इस क्षेत्र में 367 स्टार्टअप को बढ़ावा देने की योजना बना रहा है।

For supporting the software product industry, the Government of India has launched National Policy on Software Products (NPSP) 2019 with a vision to reach this industry to $80 billion by 2025.
Indian Information Technology (IT) industry had witnessed tremendous and disruptive growth over the last three decades due to the pivotal role played by Software Technology Parks of India (STPI) while discharging its services to flourish the IT/ITES Industry.
The Indian IT Industry achieved a landmark target of software services exports to the tune of $150 billion in FY 2021, of which STPI-registered units have contributed around 45%. This leadership in IT has differentiated itself from other industries by focusing on and emphasizing exports, employment generation, and Foreign Direct Investment (FDI).
STPI is working with concerned stakeholders for maintaining the growth in software services exports year-on-year and dispersal of the IT Industry to Tier II/III cities of the country for balanced regional growth. In addition to this, STPI is now leveraging the strong foundation of the IT Industry and working to increase the share of the pie in the revenue of software products in the world which is presently around $9 billion. For supporting the software product industry, the Government of India has launched National Policy on Software Products (NPSP) 2019 with a vision to reach this industry to $80 billion by 2025 and to nurture the tech startup ecosystem in the country.
As envisioned in NPSP 2019, STPI evolved the Centres of Entrepreneurship (CoEs) program in a collaborative manner with State Governments, Industry, Industry Associations, Academia, etc. with a vision to nurture 1,900+ startups by 2025 and to become one of the largest tech startup ecosystem enablers in the country.
STPI has launched 20 CoEs across India in emerging technologies and domains such as Artificial Intelligence, Internet of Things (IoT), Blockchain, Augmented Reality & Virtual Reality, FinTech, MedTech, Data Analytics, Agri IoT, Automotive, Electronics System Design, and Manufacturing, Gaming & Animation, and Industry 4.0. These CoEs have enabled a strong startup support ecosystem comprising of 200+ mentors and approx.
150 partners for creating world-class, cost-effective software products by the startups. As of date, 400+ startups have been selected under STPI CoEs. There are five more CoEs in the pipeline to be launched soon.
With a vision to nurture the tech startup ecosystem further in Tier-II/III cities of the country, STPI has launched Next Generation Incubation Scheme (NGIS) from 12 locations of the country. 42 startups have been selected through Challenge Hunt Under NGIS for Advanced Uninhibited Technology Intervention (CHUNAUTI) 1.0 and 38 startups have been on-boarded. Recently, 129 startups, mainly women-led startups, have also been selected through CHUNAUTI 2.0 program and the process of onboarding is going on.
By leveraging the strong footprints of 62 centers pan-India, STPI is committed to democratizing the IT growth and success of Tier 1 cities in Tier-2/3 cities of the country which in turn, creates significant employment opportunities and attracts investment in those regions.

Ashwini Vaishnaw urges start-ups to find ways to take UPI global, says talks on with 30 countries
The United Arab Emirates (UAE), Singapore and France have signed up for India’s Unified Payments Interface (UPI) technology and talks are on with 30 more countries, said Union Minister for Railways, Communications, Electronics and Information Technology Ashwini Vaishnaw on Tuesday, adding that start-ups in the country should think of ways to take it (UPI) to the world level.
Addressing the National Start-up Conference at Mahatma Mandir in Gandhinagar, held as part of Digital India Week 2022, Vaishnaw spoke about various initiatives taken by the central government to augment the start-up ecosystem in the country while asking young enterpreneurs to take maximum advantage of the same.
Vaishnaw said that contrary to the claims of political opponents of the current central government who termed the Start-up India initiative as “jumla”, the initiative has done very well and many foreign countries were surprised to see the progress made by India in a very short time.
“It is a thousand-mile journey and we have just taken a first step… a great first step. We must celebrate it. We have to take many many more such steps,” he added.
Talking about the Digital India GENESIS (Gen-Next Support for Innovating Start-ups) initiative of the central government, Vaishnaw said that it will give start-ups access to some of large scale government sectors such as the Railways.
Vaishnaw asked the start-ups to help the government in helping MSMEs (Micro, Small, Medium Enterprises). “Can we come up with credit solution for the MSMEs? That should be a challenge we should take up…,” Vaishnaw said, asking them to think of ways to take UPI to the world.
“Can we take UPI to the world? Already three countries have signed up. But can we take it to a large scale? Because this is fabulous solution, amazing solution. Can we take it to the world in a very big way? All the companies working in fintech… I will request all of you to look at it,” said Vaishnaw.
Vaishnaw also asked the start-ups to explore ways of taking Open Network for Digital Commerce (ONDC) to the world level on the lines of UPI.
“Can we expand the open network for digital commerce (ONDC) to make it the next UPI? So, I request all of you to take a serious look at it, specially the people in e-commerce. Look at ONDC, see if how it can be a great platform. We believe that it can be the next UPI. So look at it if how you can leverage it for your business,” the minister said.
During his speech, Vaishnaw also referred to the BHASHINI (Bhasha Interface for India) initiative recently launched by the Central government.
“BHASHINI has been created with a vision by which people speaking any language can be connected with people speaking any other langugage. And languages are beyond political or geographic boundaries. We do believe that Bhashini, which has been created for Indian languages, can become a global platform for all other languages in the world,” Vaishnaw said.
